Dear Colleague,

The 2019 Texas legislative session will begin on January 8. The Sunset Commission once again voted to recommend consolidation of our licensing board (TSBEP) with the boards of masters-level mental health professionals such as social workers and counselors. Their proposed consolidation model, the Behavioral Health Executive Council (BHEC), would have a voting majority of masters-level professionals making decisions about the rules governing the doctoral-level profession of psychology. This would be an unprecedented arrangement in the state of Texas.


Here’s what we’re up against: Unlike TSBEP, the licensing boards for these masters-level professions currently are housed under the Health and Human Services Commission, where their licensing processes have had such major issues that it’s made the news. BHEC is their solution. While we sympathize with the situation these other licensing boards are in, we simply are asking that our own board (TSBEP) be left alone and independent, in which capacity it has been functioning well.


Unfortunately, at their meeting in February 2017, TSBEP voted unanimously to support the proposed BHEC model, their rationale being to insulate themselves from the potential threat of lawsuits. This means that the overwhelming majority of providers who would be affected by consolidation—about 70,000—are in favor of it, as is our own board. That leaves us as a very small minority. So, we need every one of your voices. Like neurons in the brain, we are capable of so much more when we are connected and working together.


Typically, the Sunset Commission’s recommendations become law. To help us fight back on your behalf, please join TPA or renew your membership today.

For example, last year, TPA hired two Government Relations consultants—Jerry Philips and Kevin Stewart—whose legislative expertise and nuanced understanding of Austin politics truly has been invaluable. Jerry played a key role in stopping consolidation when we first faced Sunset in 2017, and both he and Kevin are making sure that we are optimally prepared to fight it again in 2019. Your membership is essential to keeping their positions funded.

  TPA Member Types

DOCTORAL - LifeRequirements: 65 years or older and  fully retired and have been a member of  TPA for 10 or more continuous years. $25.

DOCTORAL - Member - Requires a doctoral degree in psychology earned more than 2 years ago which was conferred by an accredited graduate school, or licensure as a Psychologist or doctoral level LSSP by Texas State Board of Examiners of Psychologists (TSBEP). (If you are new to this category and are not licensed by (TSBEP), you must provide a transcript of your college graduate work.) $28.83/mo or  $346/year

DOCTORAL - Nonresident Requires a doctoral degree and you must reside outside Texas.  $14.42/mo or $173/year

DOCTORAL - Recent Graduate - Requires a doctoral degree in psychology earned within past 7 years which was conferred by an accredited graduate school, or licensure as a Psychologist or doctoral level LSSP by Texas State Board of Examiners of Psychologists (TSBEP) (If you are new to this category and are not licensed by (TSBEP), you must provide a transcript of your college graduate work.) $14.42/mo or $173/year 

DOCTORAL - Semi-Retired - Members who are 66 and working fewer than 20 hours a week pay 50% of the annual dues.  $14.42/mo or $173/year

DOCTORAL - Disabled - Members who are disabled pay 50% of the annual dues.  $14.42/mo or $173/year

DOCTORAL - Special Consideration -If you are experiencing extreme financial difficulties or hardships AND are renewing, you can contact the central office to inform them of your circumstances and request special consideration. $25

Active Duty Military - Requires a doctoral or master's degree in psychology. $25

DOCTORAL - Platinum Advocate - Requires a doctoral degree in psychology which was conferred by an accredited graduate school, or doctoral level licensure by Texas State Board of Examiners of Psychologists (TSBEP). Platinum Advocate membership affords added benefits and resources including: 50% discount on convention registration fee, one online PD program up to 3 hours for a maximum of $75, free doctor finder subscription, free PD at TPA Family Get-Away, special badging at convention, reserved seating and special recognition at convention awards luncheon, recognition in TPA publications and website, free unlimited phone consultation with TPA legal consultant. $50/mo or $600/year

POST-DOCTORAL Fellow - This membership category is $10 while you are Post-Doc. Proof of status is required before your membership will be activated. A brief letter/note from your supervisor indicating your status is required to be eligible for this category. $10

PRE-DOCTORAL intern -This membership category is $10 while you are an active predoctoral intern. Proof of intern status is required before your membership will be activated. A brief letter/note from your supervisor indicating your status is required to be eligible for this category. $10

MASTER'S - Associate - Requires a master's degree in psychology earned more than 2 years ago from an accredited graduate school, or  licensure as a Psychological Associate or master’s level LSSP by Texas State Board of Examiners of Psychologists (TSBEP).  (If you are new to this category and are not licensed by (TSBEP), you must provide a transcript of your college graduate work.) $12.08/mo or $145/year

MASTER'S - Life - Requirements: 65 years or older and fully retired and have been a member of TPA for 10 or more continuous years. $25

MASTER'S - Nonresident- Requires a master's degree and you must reside outside Texas. $6.04/mo or $72.50/year

STUDENT - Requires current enrollment in a graduate or undergraduate program, in an accredited college or university, leading to a degree in psychology. ($10.00). Proof of current enrollment required (letter from faculty adviser or copy of current semester paid tuition receipt).
